Trouser hems are usually turned inwards and sewn.
By undoing this folded part (seam allowance), you can extend the length by about 1.5 to 2 cm.
If there is not enough seam allowance, add a lining or fabric of a similar color to the hem to finish it off.

Also, if you feel like your uniform pants are getting a little short, why not have them altered to make them longer?
